West Hollywood Halloween Costume Carnaval takes place on Halloween evening with over 500,000 people in attendance. An absolutely crazy experience! Get here early. Before living on the boulevard, I can remember sitting in traffic for over two hours to even get close to this event. Carnaval takes place on Santa Monica Boulevard between Fairfax and Doheny in West Hollywood.
